Establishing methods to meet work schedule, coordination and oversight of shift work, supervision of TBM operators and other heavy equipment operators, training of employees, preparation of production and other reports. Senior Heavy Civil Construction Estimator – Seattle, Washington
Frontier-Kemper Constructors, Inc., a leader in the underground and heavy civil construction industry for over thirty years, has an immediate opening for a Senior Estimator at our Northwest Division Office in Seattle, Washington.
The successful candidate will have ten plus years of experience in estimating heavy civil construction projects (underground experience preferred) and experience with computer estimating software (HCSS preferably). Candidate must be proficient in reading and interpreting contract documents, developing pricing concepts, assessing risks, and pricing new and past costs accordingly. The desired candidate will have a bachelor's degree in an engineering related field or equivalent work experience. Candidate must be proficient in Microsoft Word and Excel, able to manage multiple tasks at once, and be detailed oriented.
Duties and Responsibilities:
- Read and understand construction documents and specifications.
- Analyze project plans and specifications to determine scope of work and possible construction approaches.
- Apply engineering principles and specialized knowledge of underground construction methodologies, techniques, and processes to develop labor, material, and equipment requirements and costs.
- Prepare pricing information for requests for changes, prepare and document historical extra work events, and participate in negotiations.
Required Qualifications:
- Excellent math, computer, analytical, and communication skills.
- Thorough understanding of estimating and able to meet deadlines.
- Creative problem solving skills.
- Project Management skills are a plus.
- Prior field experience as a Foreman or Site Superintendent a plus.
- The change order estimator must be fully competent in all conventional aspects of engineering design and construction.
- Have a thorough understanding of project plans and specifications with the ability to understand relevant information efficiently.
- Be capable of planning and developing cost estimates for change orders of ongoing construction projects with minimal supervision.

- Design and implement control systems for elecrically powered equipment, including hoists and elevators.
- Design job site power distribution for a variety of equipment, including tunnel boring machines, dewatering pumps, and hoists.
Required Qualifications:
- BSEE of equivalent required.
- Minimum 8 years of experience.
- Medium and low voltage power distribution design experience.
- Large AC/DC drive systems design and application.
- Control systems design and software development.
- Experience with Allen-Bradley PLC/HMI and ABB drives.

- Work closely with functional leaders to jointly develop safety strategies, programs, and initiatives and implement them in their respective work sites.
- Work with the Project Superintendent, the Corporate Safety Department, and functional leaders to develop safety benchmarks, goals, and measures and implement programs to ensure they are met.
- Achieve and maintain COR certification.
- Draft policies and procedures for approval and inclusion into operational policies and work practices.
- Lead the development and delivery of safety training for employees.
- Assist in developing, administering, and evaluating company safety incentive programs and monitoring the effectiveness of such programs in positively changing employee behavior.
- Monitor and analyze company safety trends, conduct injury analysis, and consistently draw accurate conclusions to implement programs that achieve safety targets.
Required Qualifications:
- 5 years progressive experience managing a safety program in a multi-site organization.
- Knowledge of WorkSafeBC Regulations, Canadian Blasting Regulations, and WHMIS.
- Highly motivated, self-directed, and able to manage multiple priorities.
- Underground Construction Experience is a plus.
- Diploma in OH&S preferred.
